Restriction on opening new topics on the forum

Due to the fact that each newcomer to the site seeks to quickly open a new topic, which is called "for fun" and complete the achievement, without reading the rules for creating new topics and not realizing that the forum is a moderated communication environment, and not verbal diarrhea in the telegram, it was decided to put a ban on the opening of new topics for all newly registered on the site. The restriction is valid for 30 days from the date of registration.
