Introduced a ban on commenting with a negative rating and a gold exchanger

Now users with a negative rating (a consequence of receiving a warning) will not be able to leave comments. This is another step towards the moderation of the project and the fight against the same type of comments. 

And as a result of a negative rating, an exchanger was implemented in which you can cancel your gold for rating points, thereby setting it back to a positive value.
