Engineering works. Emoji support in comments.

Within a few days, presumably until 01/15/2023. technical work will be carried out, as a result of which, some comments will not be available for display.

If anyone is interested in a technical point, then the encoding for the comment table will change from cp1251 to utf8, which allows storing emoji characters.
